Built on a plain that used to be marsh
Oxnard is the largest city in Ventura County and it sits on the Oxnard Plain — an enormous flat alluvial fan built up by the Santa Clara River, bounded by the ocean on one side and the hills on the other. The distinguishing sign is a warm patch on the floor from a hot water line, plus a water meter that creeps with everything shut off. Cold-line leaks are harder — an unexplained bill increase and the sound of running water with everything off.
The marine layer, unbroken

Homes sitting directly on water, with docks and seawalls, get maximum salt exposure and maximum ambient humidity. Salt is hygroscopic — it holds water against stucco, window frames and wood, and it slows drying and accelerates corrosion of fasteners, flashings and window hardware. Those corroded details are what create the water entry points.
Below-grade or partially below-grade spaces near the water — garages, storage, boat rooms — sit near the water table and are frequently damp year round.
Agriculture and drainage
Oxnard is strawberry country and the surrounding farmland is intensively irrigated. Where residential development meets agricultural land, tailwater and field drainage can move toward houses. On flat ground with a high water table, that matters more than it would elsewhere. Check where water actually goes after a heavy irrigation cycle or a storm.
