The densest square mile on the California coast
Isla Vista packs somewhere around fifteen to twenty thousand people into roughly half a square mile on a bluff above the Pacific, immediately west of UC Santa Barbara. There is almost nothing comparable in the state. Flat and low-slope roofs
Many of the apartment blocks have flat or nearly flat roofs with built-up or membrane coverings. Those need maintenance on a schedule and rarely get it. Ponding water on a neglected flat roof finds its way in, and the leak shows up in a top-floor unit as a ceiling stain in the corner.
Deferred maintenance economics
