Containment is the whole job
Homeowners think mold removal is about removing mold. Contractors know it is about controlling where the spores go while you remove it.
Disturbing growth releases enormous numbers of spores into the air. Cutting drywall, pulling carpet, tearing out insulation — every one of those actions aerosolises what was sitting still. Done inside a sealed containment under negative pressure, that is fine, because the air is being pulled through a HEPA filter and exhausted outside. Done in an open room, you have taken a problem confined to one wall and distributed it through the house, into the HVAC system, and onto every soft furnishing you own.
This is why a cheap quote is often the most expensive option available. The saving comes from skipping containment, and the cost lands on you six months later in three other rooms.
What a proper setup looks like
The barrier
Six-mil polyethylene sheeting sealed at every edge — floor, ceiling and both side walls — with tape that actually holds, not a curtain hung across a doorway. Any penetration into the containment gets sealed. HVAC supply and return registers inside the work area are sealed off and the system is shut down.
The entry
A zippered flap, or for larger jobs a decontamination chamber — a small ante-room where workers remove PPE before stepping back into the clean side. On a bedroom-sized job a single zip entry is normal. On a whole-floor job it should not be.
Negative pressure
A negative air machine with HEPA filtration, exhausting outdoors through a window or door. The containment should visibly draw inward — the plastic pulls toward the work area when you open the zip. If the plastic bulges outward, the machine is set up backwards or undersized, and the containment is decorative.

PPE
At minimum N95 respirators, gloves and eye protection. On larger jobs, full-face respirators and disposable coveralls. This is not just for the workers — it is a signal of whether the operation takes airborne spore control seriously at all.
The sequence, in order
1. Source repair comes first
The leak, the roof, the drainage, the ventilation. Every credible standard says this and it is the step most often deferred. Remediation into an active water source is money burnt. See moisture source repair.

3. Remove porous material
Drywall, insulation, carpet and pad, particleboard, ceiling tile, affected cabinetry. These are removed rather than cleaned, bagged inside the containment, and the bags wiped before they leave. Cut lines run past the visible growth to a point where moisture readings are normal — usually the next stud bay. If somebody is cutting exactly to the edge of the stain, they are working from what they can see rather than from what they measured.
4. Clean semi-porous and non-porous material
Framing, sheathing, concrete, metal and glass are cleaned rather than replaced: HEPA vacuum, then damp wipe, then sanding, soda blasting or dry ice blasting where the growth has got into the wood grain.
5. Dry to a measured target
Air movers and dehumidifiers running until framing and sheathing reach documented moisture content, compared against an unaffected reference area of the same material. Ask for the drying log. On this coast, with marine layer air, drying takes longer than the national schedule assumes and this is where corners get cut.
6. Final HEPA vacuum and detail clean
Every surface inside the containment, including ones that were never visibly affected.
7. Verify before anything is closed up
The containment stays up until clearance is achieved. This is the rule that gets broken most often — once the plastic comes down and the drywall goes back, you have lost the ability to check anything. See post-remediation verification.

The IICRC S520 standard, which insurers and industrial hygienists in California treat as the benchmark, scales the response to the size of the affected area rather than the species. Roughly:
- Small, under about ten square feet. Often a competent DIY job on hard non-porous surfaces with an N95, gloves and ventilation — or a light contractor job with simple containment.
- Medium, roughly ten to a hundred square feet. Full containment, negative pressure, PPE, HEPA. This is the majority of residential work.
- Large, over about a hundred square feet. Containment with a decon chamber, full-face respirators, and normally an independent written protocol before work starts and independent clearance after.
The relevant square footage is the area of affected material, not the visible stain. A stain the size of a dinner plate over a wall cavity that has been wet for a year is not a small job.
California licensing, in plain English
There is no standalone California mold remediation licence. There is something that matters more.
Under the Contractors State License Law, altering a fixed structure — removing drywall, flooring, framing or insulation — is contracting work. It requires a B General Building licence or a C-61/D-64 limited specialty licence. The CSLB has cited unlicensed restoration companies for precisely this, including one where a representative opened a wall and pulled insulation while investigating a mold problem. Business and Professions Code section 7027.1 additionally makes it a misdemeanour to advertise for such work without holding the licence.
Cleanup with no structural alteration where labour and materials total under $500 sits outside that. Almost no real containment job does.
Go to cslb.ca.gov, use the licence lookup, and confirm three things: the licence is active, the classification is B or C-61/D-64, and the bond and workers' compensation are current. It takes under a minute. If the contractor will not give you a number, you have your answer.
Red flags in a quote
- No mention of containment or negative air.
- No moisture readings taken, and no explanation of where the cut lines came from.
- A price that changes dramatically once they are on site and have opened something.
- Pressure to sign an insurance direction-to-pay before the scope is written.
- A proposal to fog or spray a biocide instead of removing material.
- Offering to do the clearance testing themselves.
- No plan for what happens if opening the wall reveals more.
- No written scope at all.
What you should get in writing before work starts
- Square footage affected and how it was determined.
- Which materials are being removed and to what cut lines.
- Containment method and how negative pressure is achieved.
- Drying targets and how they will be verified.
- Who is doing clearance testing and whether they are independent.
- The change-order process if more is found.
- What is included in reconstruction and what is not.
- CSLB licence number and classification.

Common questions
What does negative air pressure actually do?
It makes the containment a one-way system. A HEPA-filtered machine pulls air out of the work area and exhausts it outdoors, so replacement air flows inward through the entry rather than spores flowing outward into the house.
You can check it visually. At the entry, the plastic should be drawn toward the work area. If it bulges outward, something is set up wrong.
How big does a mold problem have to be before it needs containment?
The common threshold is around ten square feet of affected material, which follows EPA guidance and the IICRC S520 approach.
The measurement that matters is affected material, not visible stain. A small visible patch over a cavity that has been wet for months is not a small job.
Can I stay in the house during remediation?
Usually yes for a properly contained single-room job — that is exactly what containment is designed to allow.
Plan to relocate if the work includes the only bathroom or kitchen, if containment cannot be properly sealed, or if someone in the household has asthma, COPD or immune suppression.
Why are they cutting drywall past the visible mold?
Because the moisture went further than the growth did. Cut lines should extend to a point where moisture readings return to normal, typically the next stud bay.
Cutting exactly to the edge of the stain leaves wet material and contaminated paper facing inside the wall, and the growth resumes.
Does the contractor need a California licence for this?
For anything that alters the structure — cutting drywall, pulling flooring, removing framing or insulation — yes. That is a B General Building or C-61/D-64 licence under the Contractors State License Law.
Verify it at cslb.ca.gov before signing. Check the licence is active, the classification fits, and the bond and workers' compensation are current.
How long should the containment stay up?
Until clearance is achieved. Taking the plastic down and closing the wall before verification removes any ability to confirm the work was successful.
If a contractor wants to close up before clearance, that is worth pushing back on in writing.
Is fogging or spraying a biocide a legitimate method?
Not as a substitute for removing contaminated material. Chemicals do not undo the fact that porous material has growth in it, and treating without removal is a cosmetic step.
Products applied after cleaning, on cleaned surfaces, according to their registered label, are a different matter.
Does the contractor put the wall back?
Sometimes, but reconstruction is a separate scope and often a separate price. Some remediation companies hand off to a builder.
